The programme's objective is to deliver skills training at scale across Maharashtra state, with an initial focus on agriculture. The training offered will support small scale farmers to generate increased income through improved agricultural practices, improved market access and linkages and job creation along specific agriculture value chains in each district. The programme is expected to reach over 350,000 trainees through classroom vocational training and community-level short structured training courses. Skills training will be delivered in close collaboration with the Government of Maharashtra and Agriculture Universities across the state. It will launch in February 2017 and the first phase will run for 14 months.
The Deputy Team Leader has overall in-country operations responsibility for the project. The Deputy Team Leader is a senior representative of the company and as such ensures that risks are minimised, company policies, processes and procedures are adhered to, and the project is compliant with client policies, rules and regulationsTraining, supervision and leadership
- Provide operational guidance, oversight and quality assurance for all project activities, outputs and deliverables;
- Assume responsibility for administrative, operational and financial support required for the effective implementation of work plans on time, within budget, meeting client and stakeholder expectations and contractually compliant;
Support Team Leader in maintaining an up to date logs of issues and risks; works to resolve issues, manages and mitigates risks; and escalates material issues and risks as appropriate Team Management
Assume overall responsibility for the effective and professional management of the operations team (including administrative, finance and HR staff);
Lead, guide, mentor and manage the performance of direct reports and ensures appropriate leadership, guidance, mentorship and management of other operations staff;
Participate as required in HR management including but not limited to recruitment and contracting, performance management, disciplinary and grievance proceedings, and learning and development; Relationship Management
Represent and promote legitimate commercial interests of the company;
Maintain excellent working relationship with the client and supports the Team Leader in communications with the client and other stakeholders, and in agreement of the programme's strategy, plans, resource requirements and any other contract amendments required;
Manage relationships with consortium partners and other project stakeholders as appropriate;
Maintain regular communication with relevant stakeholders and ensure that reporting and critical programme issues are resolved in a timely manner. Programme Administration
Support the Team Leader in preparation of the annual strategic plans; operational work plans and budgets; staffing plans; performance improvement plans and other plans as required;
Ensure appropriate consultation in the development of operational plans and budgets.
Contribute to the development of and adherence to business processes and administrative procedures. Financial Management and Procurement
Ensure consistent implementation of company Standard Operating Procedures (SOPs) and Guidelines, Security Protocols and, where applicable, recommend modifications;
Ensure the project provides and demonstrates good value for money;
Support the preparation and delivery to the client of budget variations and contract amendments.
Requirements
- A postgraduate qualification in economics, international development, management, finance, accounting, human resources management, or other related discipline;
- At least 5 years' relevant experience in senior leadership positions for large scale development programmes;
- A minimum of 5 years of people management experience including setting clear performance objectives, managing for results, giving and receiving feedback, performance evaluation, mentoring and coaching;
- Technical track record in agriculture, vocational skills training or employment programmes an advantage
- Experience of working with relevant organisations and programmes, including Government, Civil Society Organisations and Development Partners and management of donor-funded programmes;
- Excellent leadership, management and organisational skills.

- Experience engaging and partnering with private sector actors in skills training programmes an advantage.
