Introduction

Secours Catholique - Caritas France (SCCF) isa French association governed by 1901 Law, registered at the Paris Police Prefecture under No. 9092 on October 1, 1946 (published in the Official Journal on October 29, 1946), whose public usefulness was acknowledged by a September 25, 1962 decree (published in the Official Journal on September 29, 1962), company I.D. (SIREN) No. 775 666 696, with headquarters at 106 rue du Bac, Paris, 75007, France.

It supports the Balasore Social Service Society (BSSS) in the frame of the below-mentioned project.

Project title : Social Welfare through Agricultural & Allied Development – SWAAD

Objective: The rural communities in Mayurbhanj District have enhanced social and economic welfare through resilient and sustainable livelihood practices and strengthened collective governance mechanisms.

Target groups: Women, Men, Children of Scheduled Tribe & Scheduled Caste Community of Sargachhida Panchayat of Mayurbhanj District, Odisha

An experiment, in the same intervention area will be conducted to work on community mobilization to contribute to social change.

BSSSis an organisation registered under Society Registration 1860 Act XXI, Income Tax Act (U/s 12 A) and Foreign Contribution Regulation Act having its headquarters at Balasore district of Odisha state. BSSS is a social development organization based in/at: Vivekananda Marg, PO/Dist-Balasore, Odisha -756001. The organization was founded on 24th October 1992 with a vision is to envisage a transformed society where Love, Peace and Justice prevails and having mission to undertake the mandate of promoting, facilitating and enabling sustainable human development of all, especially the poor and the marginalized by fighting poverty, diseases, enhancing quality education, ensuring livelihood, food security and addressing emergencies.

Background of the Assignment:

The Asia & Eastern Desk would like to experiment the "Change Oriented Approaches - COA" in collaboration with a local Indian partner organization (BSSS). The aim is to support change processes by empowering communities.

To implement this experiment, a team of 4 people from the SCCF is mobilized (English - and French-speaking), as well as a team of more than five people from BSSS (Oriya and English-speaking, some of them Santali -speaking). These teams are supported by a consultant (French-speaking only), who will provide expertise on the COA and enable the transfer of skills, methods and tools.

To prepare this experiment, discussions are underway between the SCCF and BSSS to define a framework adapted to the local context. Two meetings are scheduled for September to refine this framework and prepare the visit.

The different steps of the experimentation are :

a) Definition of the framework (remotely) : identification of the problem, the area, key stakeholders, etc.

b) Practical training for BSSS team led by SCCF and the consultant

c) Preparation of the "vision and change" workshop to be facilitated by BSSS with the key stakeholders pre-identified: main steps, facilitation methods, tools and allocation of facilitation time

d) Facilitation of the "vision and change" workshop with the key stakeholders (facilitation by BSSS team, supported by the SCCF and the consultant): identification of the consequences of the problem for the stakeholders, definition of a common ideal situation, identification of individual contributions from the different stakeholders.

e) Regular debriefing and adjustments + final debriefing

f) Definition of mechanisms to monitor changes

Major objectives of the assignment

To provide the SCCF and BSSS teams, as well as the COA consultant, with a clear understanding of the changed oriented approach and tools, of the local context, of each participant suggestions and inputs.

Suggested Methodology

The following are suggested for consideration:

  • Preparation work based on background documents and reports.
  • Online Briefing session(s) with SCCF
  • Translation of the training inputs and outputs when necessary
  • Simultaneous or consecutive translation, depending on the size of the group during briefing/debriefing meetings and trainings
  • Simultaneous translation during the in field workshop with communities
  • Regular debriefing sessions with BSSS and SCCF when needed

Deliverables

The consultant(s) will translate training documents (agenda, outputs, etc) in English and/or Oriya.

Assessment requirements

Requested profile of the consultant(s)

It is possible to send the application of a team of 2 consultants, if justified and relevant.

Ideally, the consultant fulfils the following requirements:

  • Proficiency in French, English, Oriya and, if possible, in Santali (local Language).
  • Significant experience in translation during workshops and trainings
  • Understanding of the local context (ideally with a previous experience of work in Odisha)
  • Evidence of translation work on rural livelihood and social change issues
  • Excellent communication and interpersonal skills
  • Ability to translate clear and relevant meeting agendas

Provisional Timetable and places of the Assessment

This assignment will be completed within a period of 9 days, including preparatory work (1 day), training (3 days), field visits (3 days), briefing and debriefing sessions (2 days).

  • September: Preparation work and online briefing(s)
  • October 2nd (half a day): Briefing meeting with SCCF– at BSSS Office in Balasore.
  • October 3th, 4th, 5th: Simultaneous or consecutive translation, depending on the group during the training and meetings + Translation of the training inputs and outputs when necessary – at BSSS Office in Balasore
  • October 6th, 7th and 9th : Simultaneous translation during the infield workshop with communities – rural village nearby Balasore + Simultaneous or consecutive translation, depending on the group during the debriefing – at BSSS Office in Balasore
  • Sunday 8th of October will be free.
  • October 10th and 11th (half a day): Simultaneous or consecutive translation, depending on the group, during the debriefing and work on monitoring changes – at BSSS Office in Balasore

Criteria of selection

The selection will be based on the following criteria:

- The understanding of the assignment

- Qualifications, experiences and skills of the candidate

- Experiences in the region and regarding the assignment specific thematics

- Budget proposal

How to Apply

The candidate is invited to make a proposal including:

  • Interest letter with experiences and references relating to the assignment
  • CV of any persons concerned by the mission
  • A financial proposal with detailed breakdown. The proposed budget should only include the consultant’s fees. Travel and mission expenses will be reimbursed on the actual costs (with proofs of payment) by SCCF at the scale established and which will be transmitted to the chosen candidate(s).

Logistics coordination support will be extended by the BSSS for making the necessary travel arrangements for the field visits.
