JOB SUMMARY
This position is to ensure, that organizational research requirements are decided and implemented in accordance with the organizational strategic priorities and enable Orbis India to become an effective learning organization and promote an evidence-based decision-making process.
This position facilitates the organization’s research needs at different levels to contribute to the improvement of program/ project implementation and follows the necessary ethical and organizational standards.
The Manager –Knowledge Management and Research should guide and advise the MEL team and program teams on their research functions to facilitate the effective implementation of Orbis India work priorities. This function needs to facilitate the reporting process as part of capturing the evidence and learning for programs.
This position should advise the country office leadership team in all relevant business processes and guide the KM functions in the organization and should facilitate to build of external research linkages and partnerships.
REPORTING & WORKING RELATIONSHIPS
The Manager –Knowledge Management and Research, reports to the Country Director.
The position will collaborate closely with the Orbis India team, the broader global programs and MEL teams, Global Telehealth & Program Technology team, and other colleagues in Orbis offices around the world.
ESSENTIAL JOB FUNCTIONS / KEY AREAS OF RESPONSIBILITY
- Ensure that all research relates to global strategic plan and country strategy/ priorities.
- Engage in adequate consultation with all stakeholders, including global programs, Program/Project Managers, and partners.
- Ensure that work-plans are integrated with restricted/special projects and projects/programs and annual plans of action.
- Develop and maintain strong collaborative working relationships with Orbis Country program/project Managers, other Orbis India teams, and donors.
- Identify potential research opportunities that are relevant to expert areas of Orbis India.
- Formulate research proposals and plans and secure funding to carry out such research.
- Identify and promote partnerships with agencies/institutions who are resourced to carry out relevant research.
- Present research findings at national and international forums internally and externally.
- Publish research in research publications internally and externally.
- Promote knowledge sharing through consultations/ trainings with partners/stakeholders internal and externa; processes and systems by strengthening links between knowledge sharing and information systems, improving integration among information system in Orbis, and other processes to facilitate seamless exchange of information across systems.
- Help monitor and evaluate the knowledge sharing programs, including external benchmarking and evaluation programs/opportunities.
- Ensure all data and information relevant or critical to the organization is secured, updated, analyzed, and shared for decision-making, reporting and publication.
- Increase consultation in program/project design, monitoring and evaluations.
- Support unrestricted and restricted or special project managers & partners to stay relevant in relation to key policy changes and development trends in eye care/public health industry in the country.
- Train field staff and other stakeholders/partners to engage in cross-cutting research that has been prioritized in their strategy.
- Raise awareness among internal and external stakeholders regarding minimum standards that apply to their work (as gathered from national and international documents)
- Provide research/evidence base data to the leadership team to promote strategic decision-making and make them aware of relevant developments in the external environment.
- Provide training on research methodology, and the development of research tools as needed.
- Provide collaboration and support the project development team for grant bidding and new project proposal developments.
QUALIFICATIONS & EXPERIENCE
- Master’s degree in public policy, Economic Development, Public Health, or in the Social Sciences, with independent research work demonstrating the capacity for critical analysis and application of specialist knowledge.
- At least 05 years’ experience in developmental research, including conceptual research methodology, policy analysis, policy-based development programming, impact evaluation methodology, and qualitative research.
- A thorough understanding of the developmental context, preferably with experience in conducting fact-finding programs, data collation and the evaluation of field based raw data.
- Experience in networking with government/institutional donors, while working in a consultancy company, an international organization or similar entity.
SKILLS & ABILITIES
- Ability to influence and contribute effectively for country strategic planning.
- Excellent knowledge about research philosophies, research concepts and principles, statistical definitions, scientific tools, and techniques.
- Ability to design a facilitation process with appropriate and relevant facilitation tools.
- Ability to recognize, capture and manage M&E resources and learning effectively.
- Expert knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting the same.
- High level advocacy and communications skills, including excellent command of the English language and knowledge of one or more national languages.
- Ability to recognize the need for learning and flexibly apply technology to support development.
- Expert data handling skills (classification, categorizing, tabulation etc.) and demonstrated diligence in data management.
- Evidence of understanding, and commitment to Orbis Program Framework, the vision, mission, values, and guiding principles.
- Knowledge and understanding of key eye health issues, public health issues, and development theories.
- Well-developed conceptual thinking skills.
