Trachoma Elimination Consultant

1. Introduction and Justification:

The Trachoma Elimination Dossier contains all the evidence to support the claim of achieving Trachoma elimination criteria. The dossier enables the WHO to Validate a country’s claim of elimination of Trachoma as a public health problem and to Provide feedback about necessary action to receive WHO approval. As the Eritrea nears its Trachoma elimination goal, there is need to systematically document our Trachoma journey through the WHO recommended dossier methodology. The Fred Hollows Foundation intends to support the Trachoma Dossier preparation activities in Eritrea which requires a consultant to facilitate the process. The major responsibility of the Consultant will be to come up with a dossier final draft following WHO guidelines. The consultant should have considerable experience working with Trachoma programs and Tropical data.

1. Terms of reference for the consultant

• Lead and coordinate the technical discussions with national senior policy makers by conducting series of workshops to agree on the required information to develop the dossier.
• Conduct desk-review of the technical documents relevant to the epidemiology & operational programme aspects of trachoma including previous WHO reports and coordinate with relevant Ministry of Health staff to obtain unpublished data on trachoma.
• Conduct desk-review of the technical documents relevant to the health care delivery system and health management information system to verify the presence of strong systems to detect, treat and report any trachoma related conditions.
• Develop and submit the final draft country dossier in coordination with Ministry of Health (MoH) and as per the format and standard operating procedures developed by WHO to validate the country for elimination of trachoma as a public health problem.
• Provide detailed information and feedback to the Ministry of Health and to the foundation
• Facilitate sessions during the Dossier Review meeting.
• Support revision of dossier document after the comment are received from the dossier review group and MoH
• Submit the revised final dossier documents to MoH and FHF Country program Manager by mutually agreed deadline

Minimum Requirements:

• Advanced qualifications in a Health-related field
• Ten years’ experience in Neglected Tropical Diseases control and elimination.
• Demonstrated capacity in collaborating with Ministries of Health and other key trachoma partners
• Proven experience in facilitating large workshops to get key information.
• Knowledge and practice in trachoma epidemiological data (Tropical Data Certification)
• Active membership of a Trachoma expert group or Community of Practice.
• Good scientific writing and editing skills.
• Should have published at least 5 Trachoma related papers in peer reviewed Journals in the last 5 years
• Proof of preparation of previously WHO validated Trachoma dossiers.
