Project: “Effective Communication Strategies to Prevent and Counter Violence against Women”

Field of Support requested: Gender Expert(s) South Asia - 3, to Co-facilitate 2 workshops on promoting innovative communication strategies in addressing Gender Based Violence (GBV).

I - Introduction
Handicap International Federation is an independent and impartial international aid and development organization working in situations of poverty and exclusion, conflict and natural disaster, alongside people with disabilities and other vulnerable groups in over 60 countries. HI action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and fundamental rights.
In India, Handicap International has been present since 1988, and has been implementing a wide range of projects across several states of India, through partnerships at national, state and district levels; with both state and non-state actors.
This Terms of Reference defines the scope of work for an external consultancy to promote and provide training on effective communication strategies to prevent and counter violence against women in India.
This consultancy is sought for an anticipated funding opportunity through the U.S Embassy Public Affairs Section, New Delhi.
II - Context
Gender-based violence (GBV) is a one of the most pervasive human rights violations in the world, rooted in gender inequality, discrimination and harmful cultural and social norms. It is also increasingly recognized as a public health issue that adversely affects the health of women and girls. It is estimated that approximately 35 per cent of women worldwide have experienced physical and/or sexual violence by an intimate partner or non-partner sexual violence in their lifetime (WHO, 2013).
GBV is a large scale problem in India. As per the crime records of India, 2014, the recorded number of cases of violence against women across the states is 337,922 and it ranges from domestic violence, dowry torture, eve teasing, stalking to sexual assault, rape and murder. Also, visible is the changing forms of violence such as cyber related crimes and sexual harassment through telephony.
Exposure and vulnerability of women in India to GBV is not uniform, as the country is very diverse (29 states and 7 Union Territories) in terms of demography, development index, availability of services, administrative capacity. This variation, along with other socio-economic indicators, such as age, literacy, class, ethnicity, religion, disability, greatly determines the risk faced by women to GBV.
Recently, there has been an increased focus by both state and non-state actors to counter and prevent GBV through revision of different legislations and operational texts such as the Domestic Violence Act 2009, and Indian Penal Code; through massive awareness campaigns on GBV, such as the “Beti Bachao” ( “save the girl child”) campaign spearheaded by the prime minister of India, etc. While state actors have used the government machinery and mass media to reach out to the community; non-state actors, NGOs and CSOs have used combination of innovative and effective communication tools and strategies to do the same. Despite this, many women who are at greatest risk remain without access to information and services.
Handicap International, hopes to promote new and reinforce existing good practices on effective communication on GBV and build capacities of stakeholders on replicating these practices .
III - Objective and scope of the work
The Objective of the consultancy : To share good practices on new and effective communication strategies including social media best practices, targeted and innovative advertising, the use of cartoons and the latest counselling techniques to more effectively prevent and counter violence against women. from the neighbouring countries ( Nepal/ Sri-Lanka/Bangladesh/Pakistan) and Co- facilitate sessions in 2 communication workshops in India with Lead GBV expert from US.
Key responsibilities:
1/ Workshop Methodology and Agenda:
Be a member of an “Expert Committee” constituted for the project to promote and share effective communication to prevent and counter GBV in India.
Provide inputs on the methodology and agenda for the 2 day workshop in 5 locations in India , for the said purpose and 2 day Speaking tours comprising of consultations and meetings in the same 5 locations,( that includes interaction with policy makers, media, educational institutions, etc) developed by Lead GBV expert.
Develop materials such as training tools, participant handouts, etc for the allocated sessions in the workshop.
Co-facilitate with Lead GBV expert at least 2 communication workshops each in 2 locations out of 5 locations in India.
2/ Reporting and Sharing Good Practices from South Asia:
Share good practice documents /films/etc from South Asia on preventing and counter violence against women through effective communication strategies.
Provide inputs on the final report submitted by Lead Consultant on the workshops and key recommendations for replication and scaling up good practices on effective communication to prevent and counter GBV in India.
IV- Expected deliverables
Workshop materials – session facilitation notes, power points, and additional training tools as required.

V - Methodology
The Communication workshops and Speaking Tours will employ participatory methods; and involve a wide range of stakeholders. It will lay emphasis on ensuring participation of persons who are usually at greatest risk from gender based violence – such as women and girls with disabilities, representing different ethnic and religious groups.
VIDuration& Location
The assignment is estimated to be carried out, over a maximum of 10 days in the month of March – April 2017 and will include travel to a minimum 2 places in India.
VII Required Qualification, Skill and Experience
The successful candidate will have the minimum requirements detailed below:
Qualification:
Master degree or Phd in Gender and development or development studies with a focus on Gender issues Or other qualification in Gender based Violence and Women Rights
Experiences and competencies:
At least 5 years of experience on developing and rolling out communication strategies for GBV.
Have excellent facilitation skills and demonstrated knowledge and experience of adapting communication strategies to the local context.
Personal qualities:
Strong analytical skills
Ability to work independently and within a team.
Strong facilitation and reporting skills.
Flexible adaptable and culturally sensitive.
Experience in working in the disability sector would be an added advantage

Criteria for Selection
Applications will be assessed against the following criteria:
- Relevant Education, skill and Experience – 70%
- Financial Proposal – 30%
Assessment on education/skill/experience will be scored as follows:
Relevant Education: 20 Points
Relevant Experience working in the sector of Communication and GBV: 30 Points
Relevant Experience on facilitating similar workshops: 25 points
Knowledge and experience of using: Newer forms of media (social media, etc): 25 points
Only Candidates who score 70 or higher in assessment of education, skill and experience will be considered for the financial proposal.
