ORGANISATIONAL SETTING

Under the Director of the Technical Cooperation Bureau (D/TCB), the Field Operations Section (FOS) is

responsible for the development, implementation, monitoring, evaluation and closing of Technical Assistance (TA) and Technical Cooperation (TC) projects. It develops agreements, and assists in developing country-specific as well as regional projects and programmes by identifying priority areas, developing objectives, activities and deliverables, setting time frames and specifying budgetary requirements. The purpose of this project is to provide AAI with advisory support in the undertaking of an aeronautical study with the objective to assess the safety and operational risks associated with the proposed construction plans within the vicinity of Mumbai’s Chhatrapati Shivaji International Airport (BOM).

IMPACT OF OUTCOME OF THE POSITION

As part of the ICAO Team, this position is responsible for conducting the AGA related elements of the assessment.

MAJOR DUTIES AND RESPONSIBILITIES

Under the direction of the Director of the Technical Cooperation Bureau, in close cooperation with AAI, and under the supervision of the ICAO Team Leader:

On-site duties (5.0 w/m)

Technical duties, as part of the ICAO Team (include but are not limited to):

Under the guidance of the Team Leader, and in close collaboration with other ICAO experts, assist in preparing a detailed project work plan to be submitted to ICAO within one (1) month of deployment.

Desktop review of all relevant documents, including but not limited to:

National Regulations

Relevant manuals

Aeronautical charts, tables, maps with proposed building coordinates

Other relevant documentations as may be required

Interview with stakeholders including but not limited with AAI, DGCA, and other stakeholders, as identified in the approved work plan.

On-site safety assessment of the proposed building plans. Activities of the assessment may include but are not limited to examining: whether the erection of such obstacles may reduce the capacity and efficiency of airport; whether there is an impact from such obstacles entailed by increase or decrease in air traffic volume; whether there is an impact from those obstacles whose level of impact may vary depending on the characteristics of airport and aircraft; and whether there may be an increased impact from aircraft noise on local residents in the area where such objects are to be built. Perform other related activities as may be required by the Team Leader.

Final Report duties (at home 1.0 w/m):

  • Submit to the Team Leader, to be included, as part of the Final Report, the conclusions of the assessment in his/her area of specialization. Inputs for Final report must be submitted to the Team Leader within at least three (3) weeks of completion of on-site assessment.

QUALIFICATIONS AND EXPERIENCE

A University degree or appropriate qualifications in civil aviation field, with training in airport management field.

Professional experience and knowledge

  • Proven experience in management position of an international airport.

  • Experience in technical and operational aspects of aerodrome management.

  • Knowledge of technical aspects of aircraft operations and associated ground activities at airports.

  • Thorough knowledge of ICAO Standards and Recommended Practices (SARPs), in particular Annex 14, and corresponding guidance material.

  • Past experience in the assessment of obstacle clearance altitude/height (OCA/H), Obstacle free zone (OFZ) and Obstacle limitation surface (OLS) is desirable.

Language Skills

  • Fluency in written and spoken English is required.
