The Integrated Land and Resource Governance (ILRG) project in India, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Monitoring, Evaluation and Learning (MEL) Assistant. This position will be located in the main office in Kolkata.

The Integrated Land and Resource Governance (ILRG) seeks a MEL Assistant to support the ILRG India team in the implementation of a women’s empowerment activity in West Bengal. The position will support project implementation, particularly the timely and accurate collection, analysis, and reporting of quantitative and qualitative data related to project impact. The MEL Assistant will report to the ILRG India Country Director and work closely with other team members like the Gender and Women’s Empowerment Specialist and Field Agronomists, also collaborating with ILRG Home Office staff as needed.

ILRG provides technical assistance services to improve land and resource governance, strengthen property rights, and build resilient livelihoods as the foundation for strong economic growth, stability, and resilience. In India, ILRG is implementing a USAID-PepsiCo partnership to make the business case for women’s empowerment in the PepsiCo potato supply chain in West Bengal. The partnership is using approaches that reach, benefit, and empower women, improving women’s access to land, training, and income. Activities approved in the Year 3 (2021-2022) Implementation Plan include expanding and developing PepsiCo staff capacity on gender equality and women’s economic empowerment; support women’s access to land and agronomy knowledge; support women-led demonstration farms, provide entrepreneurship training; and support household and community level gender norms change and other activities that enhance women’s participation in the supply chain.

This position will be a fixed term contract until May 2022, with possibility of extension depending on project requirements and performance.

Responsibilities:

* Support the Gender and Women’s Empowerment Specialist with the implementation of gender norms change activities in target communities;

* Support the collection, quality control, and maintenance of quantitative data related to training and support provided to farmers and PepsiCo staff;

* Ensure that supporting documents related to training such as attendance sheets are properly and accurately catalogued and filed;

* Support the collection of quantitative and qualitative data through pre and post assessments for training and other activities;

* Visit project areas to conduct observations and interviews and gather other qualitative data about different project activities;

* Analyze quantitative and qualitative data to assess progress against the approved Implementation and MEL Plans and the overall goals of the project;

* Prepare monthly monitoring and evaluation reports;

* Prepare case studies and success stories showcasing the impact on women’s empowerment and the business case;

* Carry out other appropriate activities that will contribute to successful implementation, as requested by the ILRG India Country Director.

Qualifications:

* Bachelor’s degree in social sciences

* 1-3 years of relevant work experience

* Experience In supporting international development projects, preferably related to women’s

* Experience in collecting and analyzing quantitative and qualitative data.

* Knowledge of and interest in gender equality, sustainability, land and natural resources governance, and agriculture.

* Languages: Fluency in English and Bengali

* Strong multi-tasking and efficient time management skills

* Interpersonal communications skills for effective engagement with a variety of stakeholders, including populations with limited education and literacy skills.

* Strong analytical and writing skills.

* Availability to travel to farming communities in West Bengal (health and safety permitting).
