Background:
CRS programs in Indonesia, Timor Leste and the Federated States of Micronesia (FSM) and the Philippines constitute the East Asia and the Pacific sub-regional hub with overall leadership from the sub-regional Country Representative (CR). The sub-region encompasses some of the most disaster-prone countries in the world. In recent years, CRS has also started to provide outreach support to Caritas Oceania to support organization development and build emergency p reparedness capacities across south Pacific islands.
The sub-region has a robust portfolio of Disaster Risk Reduction, Humanitarian Response, Nutrition-Sensitive Agriculture, and Peacebuilding & Good Governance programs implemented by a diverse team of committed staff and high-capacity local partners. The sub-region has a renewed and reinvigorated commitment to expanding the impact of our programs by developing an influential voice with government stakeholders, staking out a position as the Agency leader in Homes & Communities post-disaster recovery, advancing local leadership with strategic government, Church, and civil society partners, and combatting the effects of climate change.
Job Summary:
As a member of the East Asia and the Pacific Sub-Regional Leadership Team, you will provide strategic direction, leadership, and support to the full programmatic portfolio of the East Asia and the Pacific sub-region. Working wit h Country Managers (CM) and Program Quality (PQ) leaders in each Country Program (CP) and under the guidance of the Sub-Regional Country Representative, you will ensure the establishment, expansion, and successful implementation of high-quality programs serving the poor and vulnerable in Indonesia, Timor Leste, FSM, and outreach countries in the sub-Region. Your leadership, management and knowledge will ensure that programs in the Sub-Region deliver high-quality programming and continuously works towards improving the impact, sustainability, and accountability of their programming.

Required Languages - English
Travel - Willing and able to travel up to 35% (please note current travel is restricted due to COVID-19)
Supervisory Responsibilities: Program Manager I and MEAL Manager in Timor Leste
Preferred Qualifications

  • Excellent English writing skills.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience and abilities in capacity strengthening - developing curricula and facilitating trainings.
  • Experience using MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, and knowledge sharing networks.
  • Experience working in Asia or strong understanding of development environment in East Asia and the Pacific.

Basic Qualifications

  • Master's Degree in International Development, International Relations or relevant field.
  • Minimum of five years of relevant field-based program management, at least three years of middle/senior management experience.
  • Experience in the development of successful proposals, reports, strategic alliances, project design, project management, and monitoring and evaluation.
  • Experience in partner capacity strengthening, staff development, training, and mentoring, as well as in team building and strategic planning initiatives. Experience working with Church partners a plus
  • Experience in community development, community mobilization, or similar grassroots, self-help initiatives.
  • Experience in project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc., preferably for projects funded by multiple public donors, including USAID.
  • Experience with successful business development activities capturing public and/or private donor funding.
