UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

Founded in 2001, the Stop TB Partnership's mission is to serve every person who is vulnerable to TB and ensure that high-quality treatment is available to all who need it. Stop TB partners include international and technical organizations, government programmes, research and funding agencies, foundations, NGOs, civil society and community groups and the private sector.

The Stop TB Partnership is governed by the Stop TB Partnership Board which provides leadership and strategic direction, monitors the implementation of agreed policies, plans and activities of the Partnership, and ensures coordination among stakeholders. The Board is led by a Chair and a Vice-Chair. The Chair of the Board since March 2021 is the Minister of Health and Family Welfare, Government of India. The Executive Director Office, including the Executive Director, the Deputy Executive Director and the Governance Officer provide support to the Board leadership to fulfill their roles.

In this regard, the STBP is looking to engage a Senior Advisor for the Chair of the Stop TB Board in order to provide strategic advice and act as liaison between the Stop TB Partnership and the Stop TB Board Chair for all matters concerning Stop TB governance, global and regional TB advocacy work, partnerships, meetings and events.

Under the supervision of the STBP Executive Director, the Senior Advisor to the STBP Board Chair will ensure that the high level advocacy work of Stop TB Partnership will have the right gravitas and engagement of key stakeholders, participating in the G20 meetings and preparatory meetings, as well as supporting the preparation and implementation of the UN High Level Meeting in 2023, ensuring the right level of leadership and peer engagement from government officials especially those from the government of India.

Functional Responsibilities

The incumbent will work as part of the Stop TB Partnership team, under the direct supervision of the Executive Director and in close collaboration with the Deputy Executive Director. This position will be based in Delhi and the incumbent is expected to work from the office of the Minister of Health and Family Welfare of India as well as from his/her own office.

The main functions of the Senior Advisor - under the supervision of the STBP executive Director - will be to provide strategic advice and support to the Chair of the Stop TB Partnership board on the following areas:

Communication and advocacy:

  • Producing comprehensive strategic briefs for the Chair on areas such as: advocacy, communication engagement, the Global Plan, national, regional and global efforts to END TB as well as analyzing, summarizing and providing talking points and presentations for the Chair’s use.

  • Scanning the global landscape of TB issues and their representation in the media, identifying opportunities for the Chair to intervene with a high impact.

  • Providing strategic guidance to the Chair on messaging and communication arising from the office of the Stop TB Board Chair. Facilitating wide dissemination and amplification of such communication through media channels, including social media. And Proactively seeking opportunities for Board Chair’s global media engagement on TB.

  • Providing advice and support to the Stop TB Partnership ED and Deputy ED on advocacy and communication strategies and approaches towards ending TB by 2030 globally and by 2025 in India.

Partnerships and representation:

  • Preparing strategic talking points for the Chair’s participation in global high-level political fora, such as the United Nations High Level Meetings, G20, Commonwealth, World Health Assembly and BRICS, making sure TB is included in agenda items, interventions, and outcome statements/declarations.

  • Identifying and advising on opportunities for the Stop TB Board Chair’s advocacy efforts in order to increase the financing for the global fight against TB from donor countries and global multilateral development institutions such as the World Bank, Asian Development Bank and the Global Fund.

  • Scanning the global landscape to secure opportunities for the Chair of the Stop TB Partnership in advocacy efforts with other high TB burden countries during bilateral meetings and engagements between the countries, promoting high ambition levels for ending TB and identifying areas for strategic technical collaborations and learnings.

STBP Board Governance:

  • Developing a strong understanding of all the Stop TB Partnership organizational policies and programmatic areas in close collaboration with the Secretariat teams.

  • Providing strategic advice to the Chair on all matters related to the global fight against TB, in close coordination with the Stop TB Partnership Secretariat and the Executive Management Team.

  • Contributing to the efforts of Stop TB Partnership in keeping TB high on the global agenda by supporting the Stop TB Board Chair’s & India’s leadership efforts.

  • Providing advice on the effective participation of the Stop TB Board Chair in Board and governance related meetings by coaching and providing succinct briefings after review of agenda and background documents, and synthesis of key issues and highlights in consultation with concerned Stop TB Partnership staff.

  • Providing advice to the Stop TB Board Chair to foster an inclusive leadership approach with engagement and alignment of all stakeholders in the efforts to end TB, including the private sector, TB affected communities and key and vulnerable population groups.

Education/Experience/Language requirements

Education

  • An Advanced University Degree (Masters degree or equivalent); OR

  • A First-level University Degree (Bachelors degree or equivalent) in addition to 2 extra years of relevant experience, may be accepted in lieu of an advanced university degree.

Experience

Experience Required

  • A minimum of ten (10) years of experience with a Master’s degree, twelve (12) years with a bachelor's degree, in one or combining several of the following areas: advocacy, communication, media strategies, public health policy, strategy development, or related area is required.
  • Experience working with governing bodies.
  • Experience in preparation of reports and/or policy briefs, and/or official letters and/or communications with governments.

Desired Experience: (candidates without this experience are still eligible for the position)

  • In-depth understanding of the Indian government processes, knowledge of government policy formulation processes, first-hand experience of media, and appreciation of the Organization and its needs,
  • Good understanding of the context, protocol and functioning of the offices of the Prime Minister, the Minister of Health, and other high-level dignitaries in India,
  • Excellent analytical skills with the ability to think strategically and laterally.
  • Ability to build consensus within stakeholders to deliver high quality, accurate work within tight deadlines,
  • Strong interpersonal skills and ability to work collaboratively with colleagues from a wide range of disciplines and backgrounds,
  • Public and global health experience at national, regional or international level.

Language

Excellent knowledge of English with proven ability to communicate in English (spoken and written) in a clear and concise manner is required. **

Contract type, level and duration

  1. Contract type: Individual Contractor Agreement (IICA) based in Delhi, India
  2. Contract level: IICA-3 (ICS-12 - P5 equivalent)
  3. Contract duration: Contract duration: contract valid with UNOPS until 31st of December 2021. Posibility to extend under the new host of STBP, provided there is available budget and satisfactory performance.
