PURPOSE OF THE POST

The incumbent will be responsible for providing Social and Behavior Change Communication (SBCC) technical advice to the Government counterparts as well as support in the provision of technical advisory services to the State Offices. Most of the work will be focused on SBCC Disaster Risk Reduction (DRR) convergence Output, to promote a shift from a reactive disaster response to a proactive DRR approach and to mainstream DRR in sectoral development processes as well as disaster response to “build back better” following disasters. Large parts of the activity will be to engage and promote in appropriate risk communication with a range of stakeholders including at-risk communities to change both individual and collective behavior in addressing disasters to minimize their impact.

MAJOR DUTIES AND RESPONSIBILITIES

Provides C4D technical support to Government of India counterparts, partners and UNICEF programmes with advice on best practices and lessons learned, locally, nationally and around the world on the mainstreaming of DRR in development processes, disaster preparedness and risk communication with range of stakeholders including at-risk communities and strengthen C4D component of ongoing DRR/CCA programmes.

Be the KM Focal Point coordinator of C4D network to plan, organize and produce knowledge management products and learning activities in the area of policies, planning, programming, management, monitoring and evaluation of DRR/CCA

Support ICO and assures the quality of child centred DRR programmes and contributes to the development of DRR C4D strategy and its implementation through annual work plan, ensuring that DRR mainstreaming in initiatives and strategies both at Delhi and State level. Analyzes and evaluates data related to various risks, development deficits and bottlenecks to design strategy and products for risk reduction communication.

Coordinates with other sections to ensure DRR perspective are included in all the strategies and activities. Explore existing schemes/flagships programmes and other governance mechanisms to identify opportunities for child centred DRR and resilience building.

Works with partners and Government counterparts to improve evidence-based strategic approaches through research and assessment on disaster risk and its impact on children.

Undertakes field visits for monitoring and supporting programmes, as well as conducting periodic reviews with government counterparts and other partners. Recommends action for programme adjustments related to risk communication and DRR mainstreaming.

Contributes towards the preparation of Prime studies and other relevant investigations compiling data, analyzing and evaluating information, and writing relevant sections of documents, especially those related to DRR/CCA.

QUALIFICATIONS, SKILLS AND COMPETENCIES

a)Education

Advanced university degree (Masters) in the social/behavioral sciences, (Sociology, Anthropology, Psychology, Health Education, Communication) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.

b)Work Experience

Minimum five years progressively responsible professional work experience in social development, project administration, monitoring and evaluation, with practical experience in the adaptation and application of communication planning processes to DRR/CCA programming. Specific experience with risk communication and policy advocacy.

c)Languages

Fluency in English is required. Knowledge of local language is an asset.
