Trainers to deliver a session on understanding amendments of India’s labour laws and a short-form guide on labour law amendments in India

Scope of work
Deliverable 1: Thomson Reuters Foundation (TRF) is looking for a trainer/expert to deliver a session on “Understanding the amendments to India’s labour laws and how non-profit organizations and journalists can engage with this legislative process” for NGOs and journalists. The session will include a presentation and discussion on:
Where are we currently in the process of amending India’s labour laws
How does the process work at the national and state levels?
Tips and strategies for engaging with the legislative process
How to find and use information about the process and amendments
The trainer/expert will be required to deliver a 30-minute presentation covering the points above and facilitate a 30-minutes discussion with participants.
Deliverable 2: The trainer/expert will produce a short guide after the session to be shared with the participants so that they have information needed to engage with this legislative process. It should include the key topics, summaries of relevant laws under this subject matter, tabulation to compare previous and new laws, steps on how the legislative process works, and tips how can NGOs and journalists engage with the process. This guide/resource should be responsive to the needs and questions raised by participants in the live session and include more information on key questions identified during the live session. It should also include information on the resources and best practices shared by NGOs during break-out sessions following the live session, as appropriate.
Experience and skills
We are looking for trainers/experts who have experience in tracking changes in the labour laws and can explain the amendment process to the participants. The trainers should have prior experience explaining this information to NGOs and/or journalists.
We are looking or trainers/experts with: an engaging presentation style, experience providing trainings and sessions on legal issues, ability to consolidate and present complex information to non-expert audiences, strong grasp of labour laws in India, and a deep understanding of the legislative process and how laws are converted from a bill stage to an act.
Experience working with the non-profit sector, or a legal research background is a plus. Experience producing short-form reports, toolkits, or guides required.
Language skills: English. Knowledge of Hindi/ Tamil is a plus.
How we would work together:
- We would provide a briefing on the event, audience, project aims, timeline, and deliverables.
- We would develop a contract and statement of work for delivering the one-hour session on ‘understanding the amendments of India’s Labor Laws’ (on 8th Dec 2020) and on developing a short form report/guide to complement the session (to be delivered by 24th Dec 2020).
- The selected supplier will be responsible for providing a detailed session plan, including specific points to be covered, and draft presentation at least two weeks before the event. We will provide feedback. The supplier will work through rounds of edits until the session plan and presentation is approved by the TRF team.
- The selected supplier would need to submit the plan for the guide/resource/toolkit at least two weeks prior to the event and work through rounds of edits to the plan based on feedback from the TRF team. Following the event on 8 December, the supplier should update the plan accordingly to address any needs/questions raised during the event and share it with TRF for input.
- The supplier would need to send a penultimate draft of the guide for review by 24th Dec 2020. They would work through rounds of edits as needed until the final version is approved by the TRF team.
- The report would be co published by TRF / Laudes Foundation. You would be duly credited as the author
