"The Education and Cooperation Foundation (Educo) is an NGO for international cooperation and humanitarian action that acts in favor of children and adolescents, and in defense of their rights, especially the right to quality education. Educo has been working in India since 1998 as “liaison office’’ we have been working in partnership with the local non-profit organizations (NGOs), has reached out to more than 136,000 children and young people in eight districts of Maharashtra,
In 2018, Educo in India established its local entity, Foundation for Dignity, Rights and Wellbeing of Children or (DRAW) as a non-profit company, under Section 8 of the Companies Act, 2013 to scale-up the impact of Educo’s work in India. In the new strategic period 2021-2025, Educo is envisioning to expand its work to few more states in the country.

WHAT IS THE PURPOSE OF THIS POSITION?
Mission 1: The Administrative and Financial Coordinator (CAF) is in charge of the sound financial and administrative management and internal control of the Educo delegation in India. He/she ensures the conformity of the procedures undertaken, is responsible for the human resources that are under its responsibility and is the interface between the Delegation and headquarters and / or donors for the presentation of financial reports.
Mission 2: Ensures collaboration and financial and budgetary coordination of internal and external funds.
Mission 3: support India leadership in activating the Indian entity and establish finance systems and procedures.
II. Essential tasks
- Institutional strategies and policies
· Participate in the elaboration and examination of the strategic orientations for the country;
· Participate in the development and evolution of institutional strategies and policies;
· Carry out and coordinate needs assessments using instruments validated by headquarters and identify the priorities and possible areas of action of Educo in its area of intervention;
1. Financial and budgetary management of internal projects
Budgeting & Forecasting
- Support the annual budget and forecasting processes. This may include creating budget tools, coordinating budget processes, and supporting leadership in creating their budget. It may also include coordinating the project pipeline and staffing forecasts, and cash forecasting.
- Support Educo India with tools, analysis and guidance in areas such as project budgets, contract negotiations, billing rate analysis and donor proposals.
- Support with monthly analysis and preparation of their forecast and/or budget
Fund Transfer, Reporting & Analysis
- Create, prepare, and maintain insightful financial reporting which may include: budget monitoring reports, monthly & quarterly management reports, and dashboards
- Prepare presentations for Senior leadership, Finance Committee and the Board of Directors
- Create additional value-added financial reporting, tracking and presentations to support Educo Leadership
- Prepare routine reporting on contribution revenue, restrictions and receivables.
- Prepare requests for funds to be sent to headquarters;
- Prepare annual and project budgets on time, monitor their implementation and update them when necessary;
- Verify the validity of the accounting documents and validate the conformity of the accounting entries, as well as the allocations in the budget lines;
- Ensuring the quality of accounting results and gathering the correct financial information for the preparation of financial reports;
- Validate monthly cash flow requests and monitor cash flow at the country level;
- Develop / update and monitor the money security process;
- Control and validate the accounting closing;
- Verify and validate the calculation of taxes and duties and ensure the declarations and payments to the interested organizations;
- Ensure compliance with legislation (labor code, tax code, etc.).
- Supervise the organization of the missions of Educo staff from the administrative and financial point of view;
- Respect the internal procedures of EDUCO;
- Ensure the dissemination and respect of administrative and financial procedures and ensure that they are kept up to date;
- Participate in the negotiation and development of associations at the local, regional, national and international levels;
- Ensure, for its field of activity, the representation of Educo before national authorities and at the local level, in support of the coordination of the program;
- Supervise the application and respect of the conditions of all financing contracts, control the overall commitment of expenses and financial risk;
- Ensure the correct filing and security of the organization's documents (physical and digital versions);
Ensure the capitalization of the administrative and financial management of internal projects to share with other Educo delegations.**4. Administrative and financial management of donor projects**· Support the Financial Administrator in charge of external financing in the preparation and supervision of the budget and accounts, as well as in measures related to the administrative scope of projects financed by donors;· Accompany the Financial Administrator in charge of external financing in the preparation of requests for funds that are sent to donors;· Ensure the capitalization of the administrative and financial management of donor projects to share them with the other Educo delegations;· Ensure financial monitoring of donor-funded projects;· Ensure compliance with donor procedures;· Participate in the search for funding and in negotiations with donors. 5. Surveillance, reporting and auditing· Track and produce monthly reports of field progress and expenses;· Review and validation of financial reports to donors.· Produce periodic surveillance reports and budget execution status / rate for the Delegation and Headquarters;· Ensure that financial reports are of quality and are produced on time (internal education and donors)· Preparation of accounting and financial audits;· Ensure the application of the auditors' recommendations. 6. Technical support to partner entities in the execution of the program· Support partner entities in the preparation and monitoring of the budget and for actions in the administrative field;· Guarantee the quality monitoring and validate the Financial Reports presented by the Partners of the co-execution of the Educo Programs in India.
Human resources management
· Coordinate and accompany the administrative and financial team ensuring its supervision and technical support (Administrative and Financial Manager, Financial Administrator in charge of external financing and Head of Audit, Control and Reports);
· Participate in the hiring process of financial and other personnel at the request of the National Directorate.
· Periodically evaluate the performance of the agents under their responsibility.
· Identify the training needs of teams or associates and participate in the implementation of the capacity-building plan.
· Verify and approve the calculation of salaries and balances of all accounts before their presentation to the National Director.
· Organize weekly team meetings and participate in regular meetings with program teams;· Develop and monitor individual action plans for team members;· Manage the planning, distribution, and coordination of your team's work,· Ensure the capacity building of your team (training, exchange of experiences and assistance in your field).
Compliance - Execution, Monitoring, and Audit – India.
· Coordinate across multiple functions to ensure compliance and appropriate documentation.
· Ensure timely compliances of Liaison office (as mandated in FEMA Act)
· Ensure timely compliances of the Indian Local entity registered under section 8 company.
· Coordinate application for receiving FCRA for the Educo Indian Entity and Manage the FCRA compliances.
· Ensure quarterly board meetings and maintaining the documentation.
· Coordinate response to tax audits, including acting as the main contact, coordinating responses from others, and directly participating in preparing and reconciling information requested for auditors.
· Periodically audit internal records as necessary to validate that transactions are appropriately recorded to ensure compliance, and address gaps as necessary
· Ensure compliance payments are timely and accurate
Accounting
· Ensure processes and documentation are in place to support all compliance requirements.
· Reconcile accounts which are highly related to compliance monitoring, including:
· Intercompany balances and transactions between legal entities
· Payable and receivable accounts
Other Compliance Activities
· Coordínate across other functions to ensure compliance related projects and ongoing actions are completed on a timely basis, including regular tracking and updates to senior management
· Support donor and client due diligence needs related to financial compliance.
· Support other global financial, accounting, and related tasks, as and when required.
· Check Foreign Contribution Regulatory Act related compliances are timely furnished by Educo Partners.
WHAT KIND OF PROFESSIONAL ARE WE LOOKING FOR?Skills and experience1. Essentials· Have a higher level in Finance / Accounting or Administration· Have at least five (5) years of experience in the administrative and financial management of projects in an international non-governmental organization, including at least three (3) years in a coordinating role.· Has experience in managing Liaison office in India.· Has experience in managing finances of the locally registered trust, societies, and related entities.· Experience in managing / monitoring large budgets / multi-donors.· Relevant experience in creating and applying management tools· Very good knowledge of donor procedures· Excellent knowledge of India law· Advanced knowledge of the fundamentals of accounting and management control· Knowledge of accounting and budgeting tools· Advanced knowledge of the financial structure of international NGOs 2. Desirable· Adaptability and flexibility· Ability to work under pressure and in an international and multicultural environment.· Mastery of administrative and financial management instruments· Ability to manage partners, with local and international agents· Knowledge of the fundamentals of project management· Good command of IT tools· Knowledge of management software, in this case the enterprise resource planning system, is an advantage. 3.
