Documentation of COVID-19 response by Government of Bihar

Rationale:
Program for Strengthening Preparedness for Emergency Response and Recovery in India (PROSPER-India) is a three-year program funded by Bill and Melinda Gates Foundation (BMGF) and implemented by Asian Disaster Preparedness Center (ADPC) in the State of Bihar, India. The program continues to support three key departments; Disaster Management, Agriculture, and Health of Bihar Government by also providing technical assistance to other important departments of the government.
PROSPER-India has been requested by the Government of Bihar to document the best practices taken by the State Government in response to the COVID-19 crisis with special emphasis on the initiatives taken by the Disaster Management Department (DMD). The document shall be prepared in the form of a ‘Coffee Table Book’ in English and Hindi in ready to print format.

The program is looking for an individual consultant / consulting firm to work with the program team in consultation with various stakeholders across sectors in Bihar to deliver this assignment.

Period of Engagement: This output-based assignment will be carried out over 2 months during June - August 2020.

Evaluator(s): Program Manager, based in Bihar, India

Required Qualifications/ Selection Criteria:

  • Consultant (lead consultant in the case of a firm) to possess a Master’s degree in any subject related to development communications/ Disaster Management/ Social Sciences/ Rural Development any other relevant discipline from a recognized university.
  • Demonstrate working experience for 3-5 years of having undertaken similar assignments.
  • Understanding of disaster preparedness/ resilience.
  • Good command of English and Hindi - both written and spoken.
  • Excellent computer skills, especially in operating the MS Office (Word-processing, spreadsheets, and presentation).
  • Excellent interpersonal and public relations skills; ability to work with a team in a multi-cultural environment.

Duties and Responsibilities:
With support from Project Manager-Operations and guidance from Program Manager, PRR, based in Bihar, the consultant would perform the following tasks:
a) Prepare the framework of documents and processes to be followed with clear timelines.
b) Carry out consultations and key informant interviews with identified stakeholders to capture good practices and lessons for the future.
c) Capture relevant photographs to be included in the Coffee Table Book d) Prepare the final document (Coffee Table Book) with design and layout, is ready to print format in English and Hindi.
Submit hard copies of the Coffee table book (10 copies each - in English and Hindi)
e) Prepare a brief report on the assignment including but not limited to a narration of the background, methodology, case studies that were not included in the final coffee table book, etc.

  • Sample of similar works delivered by the applicants.
  • Proposed budget to deliver the assignment, those include costs of professional time, travel, accommodation, and other expenses in the price quote. All taxes, duties, and government charges levied in connection with this contract will be sole responsibility of the consultant.
