UNICEF supports the Government of the State of Eritrea (GoSE) to improve the lives of children in Eritrea. The Country Programme 2017-2021 signed between GoSE and UNICEF focuses on integrated programme approach that interspersed with service delivery, system strengthening, and upstream policy advocacy work aimed at strengthening institutional capacity for management oversight and monitoring for results. At the zonal level, the programme focuses on supporting community-based scalable and sustainable interventions targeting the most disadvantaged groups, addressing key bottlenecks and constraints, and promoting cross-sectoral coordination and programme convergence.
UNICEF Eritrea Country Office (ECO) corporate requirements necessitates a country office website that is consistent with UNICEF global platforms (Drupal) promote visibility and share positive stories of the joint achievements of UNICEF and GoSE. Published materials on the ECO website will be made easily available to government partners, donors, UN as well as media persons that showcases programme results through effective partnerships and collaborations.
How can you make a difference?
Under the overall guidance and direction of the Communication Specialist, the consultant will provide technical assistance to build ECO website on the new Drupal Platform and update the website on a periodic basis and monitor traffic and provide monthly reports.
Summary of major activities/ Key functions
The Consultant must have extensive experience on the Drupal platform. The consultant will carry out his/her tasks remotely. The consultant will undertake the maintenance of the website for one year. The consultant will also undertake monitoring of the website, and at the end of the consultancy will provide guidance on how to move forward. The Consultant must work with UNICEF's systems and protocols.
- Design the migration of UNICEF Eritrea website to Drupal Platform: In keeping with UNICEF's global brand guidelines and protocols for development and maintenance of country office websites, the Consultant will update ECO's website in consultation, and with content provided by UNICEF Eritrea's Communication Specialist. The frequency of updates and deadlines are to be determined and agreed upon by the Communication Specialist and the Consultant. A standard operating procedure detailing management and maintenance of the ECO website should be drafted and finalized.
- Monitoring and evaluation: During the maintenance period, the Consultant will also monitor website traffic (number of users; number of new users; duration of stay on site; number of users who view additional content). On completion of contract, the Consultant will provide guidance in the form of a final report on how to move forward.
To qualify as a champion for every child you will have:
- University degree in digital, communication, design or other relevant area. Alternatively, equivalent professional work experience in the same field(s).
- Extensive experience in design, development, implementation, monitoring and evaluation of UNICEF country office websites using the Drupal Platform. Knowledge of other web development technologies such as HTML, JavaScript will be an asset.
- Flexibility in responding to needs of Eritrea Country Office.
- Experience working with UNICEF Country Offices will be an asset.
- Highest level of communication skills. Fluency in English and strong writing and editing skills particularly related to content for websites (preferably UNICEF country office websites).
General Conditions:
- The Consultant will be paid as per schedule below upon successful completion of required tasks and submission of requested deliverables.
- The Consultant will work remotely from outside Eritrea Country Office.
- The Consultant will sign a health statement prior to taking up the assignment, and document appropriate health insurance, if applicable.
Key Deliverables and Payment Schedule:
- Create UNICEF-Eritrea website on Drupal Platform. Website ready based on content provided by ECO. Migrate old content from and new content to a new Drupal based website for Eritrea. (amount to be paid -35% of the total amount)
- Consultant will update website periodically per schedule. Final update in 29 February 2021. Monthly report on user traffic (amount to be paid- 30% of the total amount)
- Final report on 29 February 2021. (amount to be paid- 35% of the total amount)
Policy both parties should be aware of:
- Consultants are not entitled to payment of overtime.All remuneration must be within the contract agreement.
- No contract may commence until the contract is signed by both UNICEF and the consultant or Contractor.
Confidentiality and Copyright:
- All materials, documents and reports and other such outputs and information submitted to UNICEF as well as documents shared by UNICEF under the terms of this agreement shall not be disclosed to any third party by the Consultant.
- The Consultant shall not disclose or use the reports, documents or information to and for the benefit of any other party for purposes not related to the present agreement.
- All reports and other outputs prepared by the Consultant under this contract shall become the property of UNICEF to be used for its purposes, as it deems appropriate.
Exit and penalty provision:
The Consultant and UNICEF may agree to reschedule deadlines if unforeseen circumstances arise. In the event that such rescheduling has not been agreed to in advance by exchange of letters/ emails, and submission of scheduled drafts should not occur within the deadlines indicated within these Terms of Reference and the implementation framework, a fine of two percent (2%) of the total value of the contract may be deducted. In the event the client (UNICEF) is unhappy with the work produced by the consultant, UNICEF may opt to terminate the contract on mutually agreeable terms. Likewise, if the Consultant is unhappy with new conditions given by its Client it may opt to withdraw on mutually agreeable terms.
