Aim of Consultancy

Anti-Slavery International works towards the eradication of all forms of slavery across the world, including in Africa, South Asia, Europe and the Americas. Our South Asia Programme, managed by our South Asia Programme Coordinator, includes a number of projects in India.

Anti-Slavery has particularly focused on addressing bonded labour in India and currently has two projects in this field, working with a number of local civil society organisations: a project aimed at reducing bonded labour in the brick and agricultural sectors in the states of Chhattisgarh, Punjab and Uttar Pradesh; and a smaller project working to reduce bonded and forced labour of Indian construction workers migrating to the Gulf States. A further project is also beginning this year, focused on providing NGO advocacy training (in relation to forced and bonded labour) in a number of states across India.

We are seeking a full-time consultant based in India to assist the South Asia Programme Coordinator with management of these three projects. The consultant will be managed by the South Asia Programme Coordinator, who is based in London.

Description of Duties

  1. Under the direction of the South Asia Programme Coordinator, assist with the project management of three bonded labour projects, including undertaking frequent trips to Chhattisgarh, Punjab and Uttar Pradesh to meet with partner NGOs and other relevant stakeholders and monitor implementation and strategy of the project.

  2. Work with project partners and Anti-Slavery’s South Asia Programme Coordinator to develop robust monitoring frameworks for each project to gather evidence of results and impact. Collate monitoring and evaluation data from the partners quarterly and provide to the South Asia Programme Coordinator.

  3. Provide capacity building and technical support for our partner organisations working on these projects, including in the areas of monitoring and data collection; impact evaluation; community outreach methods; advocacy; and project management.

  4. Develop an advocacy strategy for the project in collaboration with project partners and the South Asia Coordinator.

  5. Assist with the preparation of information on bonded and/or forced labour in South Asia for publication or for submission to appropriate public bodies at international level (such as the UN/ILO) and national level (central government and agencies). Organise and undertake advocacy at the national level.

  6. Assist with managing research being undertaken by Anti-Slavery International, including assisting with selecting and recruiting consultants, reviewing research drafts and providing comment.

  7. Represent Anti-Slavery International at relevant meetings, consultations and events in India as agreed with the South Asia Coordinator.

  8. Assist with the development of further projects in India, including the design of project strategy, objectives, activities and budget.

Timeframe of Consultancy

The consultancy is expected to last at least one-year with the possibility of extension for a further year. The consultant is required to work an average of 15 days per month.

Location

The consultant will be required to travel frequently to Chhattisgarh, Punjab and Uttar Pradesh and undertake advocacy at the central government level in Delhi. Additionally, the consultant will be required to represent Anti-Slavery International at events and to network with all relevant stakeholders. For this reason, the consultant must live in India and it is preferable that the consultant be based in Delhi.

Specification of the Consultant

The consultant must have experience of project management, including capacity building of local civil society organisations, assisting with budgets and monitoring of projects. The consultant should also have experience in advocacy to government bodies, experience in managing research and preparing advocacy tools, a strong understanding of labour law frameworks and bonded labour and be fluent in Hindi.

Essential selection criteria include:

· At least 3 years’ experience in NGO project management, including managing partner organisations, monitoring projects, managing budgets, commissioning and managing research and capacity building of partners.

· Experience in managing project budgets.

· Strong understanding, knowledge and experience of working to reduce bonded labour.

· Understanding of the different approaches to address bonded and forced labour.

· Understanding of the legal framework and relevant government policies and schemes relevant to bonded labour and labour rights.

· Understanding of Indian district, state and national governance.

· Experience in advocacy at the central and state government level.

· Fluent in Hindi.

· Fluent in English.

Desirable selection criteria include:

· Punjabi language skills
