Purpose of Assignment & Justification:
Adolescent and Youth Engagement can be defined as: “The rights-based inclusion of adolescents and youth in areas that affect their lives and their communities, including dialogue, decisions, mechanisms, processes, events, campaigns, actions and programmes – across all stages, from identification, analysis and design to implementation, monitoring and evaluation.” Children’s and adolescents’ rights are the heart of UNICEF’s mandate and adolescent and youth engagement is central to UNICEF’s Strategic Plan from 2018-21. It recognises the whole spectrum of young people, including ‘young adults’ or youth over 18, who are beyond UNICEF’s primary focus, yet are our partners in development as powerful agents able to act in support of children’s rights. The UNICEF Strategic Plan identifies adolescent empowerment as a key result area under Goal 5 - “an equitable chance in life” and sets out relevant Change Strategies for how we will achieve our goals, a crucial one being “supporting young people and children as agents of change.
India has an adolescent population of 253 million which is one-fifth of the country’s population. Over the coming decades, young people will constitute the largest section of population in India, with an immense potential to benefit their societies socially, politically and economically. In order to realize this potential to the fullest, this cohort must be healthy, educated and equipped with life and leadership skills that would enable them to contribute to their communities and the country’s socio-economic growth in the future.
Currently, adolescents and youth:
Recognizing this gap, UNICEF’s Strategic Plan and the new Country Programme (2018-2022) lay emphasis on addressing issues linked to adolescent (10-14 and 15-19 years) development across all programmatic priorities – health, nutrition, WASH, education, child protection and social policy. The Country Programme aims to address gaps in the enabling environment, including social norms, the quality of and demand for services pertaining to the full development of the child in a life-cycle approach that focuses on the windows of opportunity in early childhood and adolescence.
Including the voices of adolescents in policy making is always crucial to its relevance and success. It becomes more critical when there is an attempt to hear the voices of those adolescents who traditionally do not get an opportunity to be heard.In recognition of adolescents as capable and contributing members of society, who have the capacity to inform and bring about changes in programmes and policies aimed at their development, UNICEF partnered with external agencies in holding consultations with adolescents with a view to getting their inputs into UNICEF’s country strategy for 2018-2022.
UNICEF has made good progress towards the commitment to put children and adolescents at the heart of development. While a lot still remains to be done, UNICEF can make a valuable contribution to the UN system in promoting and institutionalizing meaningful children and youth participation. UNICEF India wants to play a role in further unlocking the power of adolescents as development actors, delivering on the frontline and driving changes in harmful social norms.
