Background Information - Job-specific
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. To represent and oversee UN-Habitat programmes and projects, UN-Habitat is looking for a senior development professional as Programme Management Officer, Human Settlements who will work under the direct supervision of the Senior Human Settlements
Officer and Director of the Regional Office for Asia and the Pacific (ROAP).
As Country Programme Manager reporting directly to the Senior Human Settlements Officer (SHSO) will be accountable to the Regional Office of Asia and the Pacific (ROAP), UN-Habitat. She/he will coordinate with the UN Resident Coordinator for India and work in close collaboration with UN-Habitat's line institution, the Ministry of Housing and Urban Affairs (MoHUA). The focus of the position is on substantive and operational responsibilities through active participation in activities at the country and state levels, aligned with UN-Habitat’s mandate, objectives, focus areas and country strategy plan. The Country Programme Manager is responsible for the overall management, coordination, monitoring and evaluation of all programmes and projects implemented by UN-Habitat within India.
The India Country Office of UN-Habitat was established in 2016 in New Delhi, with the objective of expanding support for sustainable urbanization in India with a focus on accelerating progress on the implementation of the New Urban Agenda to achieve SDGs particularly SDG 11. UN-Habitat has been working closely with the Ministry of Housing and Urban Affairs for championing India’s New Urban Agenda and has crafted a new strategic partnership with the Government of India on mutually agreed technical cooperation initiatives in support of sustainable urbanization in the country. UN-Habitat India has been aligning its priorities to work around focused set of areas addressing the four domains of change and outcomes to capture sustainable development which will contribute towards directly, significantly, and variably during the implementation of overall Strategic Plan 2020-2023 vis-à-vis India Country Strategy Plan 2019-2022.
The Country Programme Manager (CPM) has to ensure an integrated and demand-driven approach that combines refining urban planning and design frameworks, providing infrastructure upgrading policy and technical guidance, implementing pilot projects for learning-by-doing, mainstreaming innovations through testing technology solutions and engaging multi-stakeholders to transform India’s urban landscape. CPM will provide leadership to India country office in building urban programming capacity, formulate urban initiatives through the development of national urban policies, strategies and frameworks. Tasks herein listed below are expected from the CPM:
(a) Contribution in Implementation and Policy Development (40%):
- Act as the in-country liaison officer for UN-Habitat, with reference to the implementation of the New Urban Agenda, advocacy and coordination of the norms and principles of the Global Strategic Plan and assist in implementation of global programmes.
- Participate in the formulation and implementation of multilateral programming instruments to ensure that Government key sectorial concerns and priorities are adequately reflected, to bring to bear UN-Habitat substantive knowledge and potential contribution, and to strive to place UN-Habitat within the framework of the programming instruments.
(b) Contribution to Partnership Building (35%):
- Identify and promote partnerships, programme opportunities, resource mobilization and extension of operational/organizational support to all UN-Habitat activities on sustainable settlements and urbanization.
- Contribute to project development, negotiations, implementation and monitoring of the activities.
- Provide guidance and partnership support to address issues on poverty and urbanisation to UNRC and contribute in overall implementation of Government of India (GOI)-UN Sustainable Development Framework 2018-22 and future framework preparations, as One UN in India.
(c) Running the National Office (15%):
Represent the institution vis-à-vis the authorities and other partners (e.g. Housing and Urban Development Corporation (HUDCO), Human Settlements Management Institute (HSMI, National Institute of Urban Affairs (NIUA), National Housing Bank (NHB), Federation of Indian Chamber of Commerce & Industry (FICCI), Chamber of Commerce (CII), Construction Industry Development Council (CIDC), The Energy Research Institute (TERI), International Council for Local Environmental Initiatives (ICLEI) and among others private sector organisations as well as national and international Non-Government Organizations (NGOs))
- Plan, manage and monitor work of staff/ consultants to be recruited at UN-Habitat India office.
- Administer and coordinate funding requirements for various projects in India and ensure financial budgets are applied as per UN rules and regulations.
(d) Coordination (10%):
- Assist Govt. & broader sectorial constituency in policy related work & multilateral programming instruments.
- Support the national authorities and other stakeholders in participating and/or holding national and international events related to UN-Habitat’s mandate (e.g. The Asia Pacific Ministerial Conference on Housing and Urban Development (APMCHUD), The World Urban Forum (WUF), The World Urban Campaign (WUC) and World Habitat Day (WHD) etc.)
- Mainstream global programmes, at the country level, including pro-poor housing, disaster risk reduction and climate change initiatives, gender equity, tenure, urban development and poverty reduction.
- Strengthen linkages and information flows between UN-Habitat, local partners and the government through representation, liaison, networking and attendance at meetings.
Education/Experience/Language requirements
Education:
- Advanced university degree (Masters) in architecture, urban planning, economics, engineering, urban/municipal planning, international development, public and business administration or relevant discipline is required.
- Bachelor degree in combination with 2 additional years of relevant to the above duties and responsibilities may be accepted in lieu of Master’s degree.
Experience:
- Minimum 5 years of relevant experience in formulation and implementation of development programmes including housing and urbanization programmes and projects, international relations and coordination or related field.
- Progressively substantial advisory experience in the following areas or closely related fields would be an asset:
(i) involvement in high level and complex urban advisory, including in fragile cities/ states or related fields
(ii) providing policy and technical assistance to national/ state and city governments or related fields
(iii) familiarity and hands on experience with new urban reforms and UN developmental system reforms or related fields
(iv) community-based development or related fields
(v) familiarity with the UN in India or related contexts
Language Requirements:
- Fluency in English and Hindi is required.
